Inside the Tsukuba Model: Turning Research Density Into Collaboration

Tsukuba is Japan's leading science city. This planned research hub about 50 kilometers northeast of central Tokyo was built around a concentration of national research institutions and the University of Tsukuba. The city is now home to 160 research institutions and 300 startups that have been established over the years in connection with the university.
However, this research concentration has not automatically translated into shared priorities, trusted interfaces or repeatable pathways between research, industry and government. Closing that gap is the work of GFCC member Tsukuba Global Innovation Promotion Agency (TGI).
TGI connects academic, industrial and government stakeholders across Tsukuba Science City through frameworks and working relationships that move research out of the lab and into industry and society.
On the GFCC's August Monthly Call, Prof. Takashi Inutsuka, Executive Director of TGI and Specially Appointed Professor at the University of Tsukuba, and Dr. Maya Okamoto, Senior Fellow at TGI and Co-Founder and CEO of Nocturne Capital, presented the Tsukuba Model, an operating system anchored by the University of Tsukuba and designed to connect university research assets, startups, and corporate partners to form collaboration units and create growth pathways.

"Tsukuba has a lot of research activity in one place. This makes meeting easier, but practical problems remain. A researcher may not know which company can test an idea, or whom to contact at the university. Our challenge is not only to create excellent science — it is also to build better bridges between these organizations," said Prof. Inutsuka.
TGI addresses this challenge through an architecture centered on the University of Tsukuba and two other organizations, each with distinct roles: Tsukuba Twin Spark, a university-owned consulting firm, translates research into business terms; and Nocturne Capital focuses on seed-stage investment, capital strategy and investor connections.
TGI itself orchestrates across institutions and manages the ecosystem's global connections. The goal, as Dr. Okamoto put it during the call, is that once the architecture is in place, no partner should have to guess where to start when planning a new collaboration.
Because this model also depends on people who are comfortable working across sectors and boundaries, the University of Tsukuba established the Future Society Design Complex in 2026. This student-centered space brings together researchers, companies and global partners to co-design projects, allowing students to participate in the projects, extending the model from institutions to the talent that will run it.
GFCC Study Trip to Tsukuba
The GFCC will travel to Tsukuba on February 15–16, 2027, the network's first stop in Asia under the University and Research Leadership Forum (URLF) Leadership in Place-Making Innovation initiative, which examines how research hubs translate institutional density into economic and social impact.
Tsukuba offers a case through which to examine that question: a city built deliberately around research, now facing the harder task of turning proximity into collaboration, and collaboration into economic impact. The trip will be hosted by the University of Tsukuba together with TGI.
This immersive experience will give members and fellows the opportunity to compare how different ecosystems connect research to industrial and societal value, identify complementary strengths across the GFCC network, and define one practical next step for cross-ecosystem collaboration.
TGI will walk the group through the model in practice, including the Microbial Bio Consortium and the University of Tsukuba's Microbiology Research Center for Sustainability (MiCS), which studies microorganisms across biology, agriculture, engineering and medicine, with research groups spanning microbial ecosystems, host-microbe interactions and bioengineering.
Together, the Microbial Bio Consortium and MiCS connect university discoveries to industry needs in health, food, the environment and sustainability.
